In a move that has sparked both hope and controversy, Senator Tim Kaine, a long-time advocate for Congress's war declaration powers, has taken the lead in a bipartisan initiative to prevent President Trump from declaring war on Venezuela without congressional approval. This comes at a critical juncture, amidst a series of U.S. military actions in the Caribbean and covert operations authorized in Venezuela.
Kaine, joined by Senators Adam Schiff and Rand Paul, has filed a resolution that will force a Senate vote after a 10-day waiting period. The resolution aims to curb the President's ability to unilaterally engage in military conflict, a power that Kaine believes should rest solely with Congress.
"The pace of these announcements and the authorization of covert activities is concerning," Kaine stated. "It suggests an imminent threat, and we must ensure that any military action is justified and approved by the people's representatives."
This week, President Trump confirmed U.S. involvement in another military strike on a suspected drug boat in the Caribbean and authorized CIA operations in Venezuela. He also hinted at potential land operations, stating, "We've stopped it by sea, now we'll stop it by land."
Last week, Kaine and Schiff attempted to limit Trump's war powers in the Caribbean through a Senate vote, which unfortunately failed 48-51. However, this effort gained support from two Republicans, Senators Paul and Murkowski, indicating a potential shift in opinion.
Senator Paul has been vocal in his criticism of the recent military strikes, arguing that they set a dangerous precedent for the U.S. to act first without proper justification. "The American people deserve a say in matters of war," he emphasized. "We must uphold the Constitution and ensure public debate before engaging in military conflict."
Kaine, Paul, and Schiff are now hoping to rally more Republican support for their cause. Several Republicans have previously voted in favor of similar resolutions led by Kaine, and they believe there is potential for further backing.
"We have seen at least 10 Republicans vote yes on similar resolutions in the past," Kaine noted. "We will work to build on that support."
However, the success of this measure remains uncertain, as the number of Republican votes needed is not yet clear. Kaine highlighted the lack of information provided by the administration, describing it as a "black hole" of intelligence related to actions against Venezuela.
Lawmakers, including Kaine, have expressed concerns over the legality and constitutionality of the boat strikes, which the administration has not justified with evidence. Since September, at least five U.S. military strikes have been ordered, resulting in the reported deaths of 27 individuals, whose identities remain unknown.
